Google Ads Agencies for Law Firms in the UAE: The Definitive Selection Guide

Legal searches are among the most expensive in the UAE and lawyer promotion is governed by a federal Code of Ethics. Here is how to judge a Google Ads agency on compliance, tracking, lead qualification and local fit.

The short answer: a UAE law firm should choose a Google Ads agency on four tests, in this order. Compliance readiness: the agency reviews every ad and landing page against Article 18 of the Code of Ethics for the legal profession before it goes live. Account ownership and intake tracking: the Google Ads account belongs to the firm, and every enquiry is tracked from the click to the booked consultation and the signed client. Lead qualification: the monthly report shows cost per qualified enquiry and cost per signed client, not clicks. Local legal fit: campaigns are split by practice area, emirate and language. Big AL Consulting runs Google Ads for law firms in Dubai and Abu Dhabi on exactly these terms, and the rest of this guide explains how to test any agency, including us, against them.

Looking for a Google Ads agency for your law firm? Big AL Consulting runs search campaigns for law firms inside the firm's own Google Ads account, with separate campaigns per practice area and emirate, and tracking that reaches the signed client. Management starts from AED 7,000 a month. See Google Ads for law firms in Dubai, or book a call and we will review your account and your landing pages against the Code of Ethics first.

This guide was checked against the official text of the Code of Ethics and the Google Ads Help and policy pages in October 2026. It is not legal advice, and the licensing authority for your firm is always the final reference.

Why choosing an agency is different for a law firm

Legal searches are among the most expensive clicks in the UAE. In Google Keyword Planner data pulled on 25 September 2026, "lawyer dubai" recorded about 2,900 searches a month with a top of page bid between AED 28.35 and AED 84.34, and the high end for "criminal lawyer dubai" reached AED 272.72. In Arabic, "محامي دبي" recorded about 210 searches a month with bids between AED 18.00 and AED 61.99. At these prices, basic setup mistakes cost a great deal: targeting broad phrases, counting every click as a lead, or sending Arabic searchers to an English page.

The top of page bid is what advertisers offer to appear above the organic results, not the average you will pay. Our guide to Google Ads costs for law firms in the UAE breaks the ranges down by practice area.

The second difference is that a Google ad for a law firm is professional promotion, and professional promotion is governed by a federal Code of Ethics. An agency that writes a law firm's ads the way it writes an online store's ads can put the firm in a difficult position with its licensing authority. So the first question is never "what will it cost", it is "do you know the rules, and how do you check our ads against them".

Compliance readiness: the promotion rules the agency must know

The Code of Ethics for the Legal Profession and Legal Consultation Profession was approved by Cabinet Resolution No. (9) of 2025, issued pursuant to Federal Decree-Law No. (34) of 2022, and took effect on 15 March 2025. Three articles matter for Google Ads.

Article 18 sets the conditions under which a lawyer or legal consultant may promote themselves directly or indirectly, and a Google ad is direct promotion. Promotional material must not be misleading, false or deceptive, including about academic qualifications and professional experience. It must not breach the rules, principles and ethics of the profession, or harm public confidence in the profession or the judiciary. It must not infringe the privacy of clients or third parties or disclose confidential information. And it must comply with the instructions and controls set by the competent department at the Ministry of Justice.

Article 13 prohibits a lawyer from using unlawful means to attract clients, such as offering inducements or implying influence, from using intermediaries to bring in clients, whether paid or unpaid, and from approaching litigants, prisoners or detainees on their own initiative. It also prohibits sharing fees with third parties or assigning fees to them.

Article 8 covers confidentiality. Client names and case details stay out of ads and landing pages unless the person the information belongs to has given explicit written consent.

Google adds its own layer. The Google Ads legal requirements policy says advertisers must comply with the laws and regulations of every location their ads target. For a UAE law firm, that means the Code of Ethics applies to the ad, the landing page and the intake process, and the agency should be able to show you how it checks both before an ad goes live.

Test the agency with these questions:

  • How do you review ads and landing pages against Article 18 before launch, and who signs off?
  • Will any client name, testimonial or case detail appear anywhere without written consent?
  • Do you ever sell leads per case, charge per signed client or take a share of fees? Under Article 13 the answer must be no.
  • If the firm practises before the DIFC Courts or ADGM Courts, have you read their conduct rules as well?

Article 18 says promotion must not be misleading, false or deceptive. Every claim in an ad should therefore be one the firm can stand behind.

Account ownership and transparency: the first thing to ask

Google's guide for advertisers working with third parties says the agency should create a separate Google Ads account for each advertiser, and that the advertiser is entitled, at a minimum, to know how many clicks and impressions its ads received and what they cost in total. Google's transparency requirements for third parties go further: on request, the agency must share the Google Ads account ID, and it must disclose any separate management fee in writing before the first purchase.

The structure we recommend, and the one Big AL Consulting uses, is simple. The account is opened in the firm's name with the firm's payment method. The firm holds admin access from day one. The agency works with standard access. If the engagement ends, the account, its history and its data stay with the firm.

Ask the agency:

  • Is the account created in the firm's name and on the firm's payment method, or inside an account the agency owns?
  • Does the firm get admin access on day one?
  • Does the firm see actual Google spend separately from the management fee?
  • What happens to the account and its data if the contract ends?

The Google Partner badge: what it proves and what it does not

Only approved partners may display the Google Partner badge. To qualify, Google requires an optimisation score of at least 70% on the agency's manager account, at least USD 10,000 in ad spend across managed accounts over 90 days, and at least 50% of account strategists certified in Google Ads. The badge therefore proves a minimum level of activity and training. It says nothing about the agency's knowledge of the promotion rules for lawyers or of the UAE legal market. Ask about sector experience directly, and ask for aggregate figures from legal accounts the agency manages, without client names.

Intake tracking quality: from the click to the signed client

Every click on a Google ad carries a click identifier, the GCLID. Offline conversion imports let a firm upload what happened after the click back into Google Ads. If the click identifier is stored with each enquiry in the firm's CRM, the later stages can be uploaded too: a booked consultation, then a client who signed the fee agreement. Smart Bidding then learns to look for cases that become clients, not for any form that gets filled in. Enhanced conversions for leads is the upgraded version of the same import, built on data the user provides in the form.

Calls need special care. The Google forwarding numbers that Google Ads needs to count calls as conversions are not available in the UAE: Google lists 30 countries, and the UAE is not among them. The practical route is to count taps on the phone number and WhatsApp clicks on the website as conversions through the Google tag, and to log every real call in the firm's CRM so a qualified caller is counted as a lead.

Ask the agency:

  • What do you count as the primary conversion: the click, the form, or the confirmed consultation?
  • Do you upload CRM stages to Google Ads, and how often each week?
  • How do you track calls in the UAE without Google forwarding numbers? If an agency promises to measure call length inside Google Ads for a UAE account, ask it to explain the method.
  • Does the monthly report show cost per booked consultation and cost per signed client, not only cost per click?

Lead qualification rigor: the numbers worth managing

An agency can report clicks, impressions and click through rate for any account. Those are the easy numbers. The numbers a law firm should manage are cost per qualified enquiry and cost per signed client, compared with what a client is worth to the firm in that practice area. That requires the firm to tell the agency, enquiry by enquiry, which ones were qualified and which ones signed, and it requires the agency to build that feedback into the account.

Ask how the agency defines a qualified enquiry for a law firm, how the firm reports back on each one, and what the agency changes in the account when the qualified rate drops. An agency that cannot answer those three questions is managing clicks.

Prices differ sharply between emirates and practice areas. In the same Keyword Planner data, "lawyer abu dhabi" bid between AED 12.02 and AED 40.82 against AED 28.35 to AED 84.34 for "lawyer dubai", and "محامي ابوظبي" recorded about 170 searches a month with bids between AED 10.32 and AED 33.90. So each emirate and each practice area, such as family, corporate, employment and criminal, needs its own campaign with its own budget, and Arabic and English need separate campaigns with ads written in each language from the start, not translated.

The firm's Google Business Profile can be linked to the ad account so that location assets pull the address and map data directly from the profile, and the searcher sees where the firm is before clicking.

How Big AL Consulting works with law firms

Big AL Consulting is a performance marketing agency in Dubai and a Google Partner since 2021. We run law firm campaigns inside the Google Ads account the firm owns, with separate campaigns by practice area and emirate, Arabic ads written in Arabic from the start, and a review of every ad and landing page against the promotion rules of the Code of Ethics. We connect the forms to the firm's CRM, upload consultation and retainer stages to Google Ads where the firm's system allows it, and report cost per qualified enquiry for each practice area every month. Management starts from AED 7,000 a month, we suggest a minimum ad spend of AED 10,000 a month for a single-office firm, and ad spend is paid to Google directly from the firm's account.

Questions to ask any agency before you sign

Put these questions in the first meeting, and ask for the answers in writing in the proposal.

  • Who owns the Google Ads account, and does the firm get admin access?
  • How do you review ads and landing pages against Article 18 of the Code of Ethics?
  • Do you split campaigns by practice area, emirate and language?
  • What do you count as a conversion, and do you upload CRM stages to Google Ads?
  • How do you track calls in the UAE without Google forwarding numbers?
  • Is the management fee separate from ad spend, and does the firm see Google's invoices?
  • What aggregate figures can you show from legal accounts you manage, and over what period?
  • What happens to the account and the data if the contract ends?

FAQ

Frequently Asked Questions

Q. Can a law firm in the UAE advertise on Google Ads?

Yes, within the rules of the profession. Article 18 of the Code of Ethics approved by Cabinet Resolution No. (9) of 2025 regulates how a lawyer or legal consultant promotes themselves directly or indirectly, and a Google ad is direct promotion. The promotional material must not be misleading, false or deceptive, must respect the ethics of the profession and client confidentiality, and must follow the instructions of the competent department at the Ministry of Justice. Read the official text and check with your licensing authority, because this guide is not legal advice.

Q. What is the most important test when a UAE law firm chooses a Google Ads agency?

Four things, in this order: the agency reviews every ad and landing page against Article 18 of the Code of Ethics, the Google Ads account belongs to the firm with admin access from day one, results are measured as booked consultations and signed clients rather than clicks, and campaigns are split by practice area, emirate and language. A Google Partner badge is a useful filter but proves none of these.

Q. How much do Google Ads cost for law firms in Dubai?

In Google Keyword Planner data pulled on 25 September 2026, the top of page bid for "lawyer dubai" ranged from AED 28.35 to AED 84.34 and the high end for "criminal lawyer dubai" reached AED 272.72. The Arabic term "محامي دبي" ranged from AED 18.00 to AED 61.99. Top of page bids are what advertisers offer to appear above the organic results, not the average you will pay, and the figures vary a great deal by practice area and emirate.

Q. Can a UAE law firm track phone calls from Google Ads?

Not through Google forwarding numbers. Google lists 30 countries where forwarding numbers are available and the UAE is not among them, so an agency that promises call length or call conversion tracking inside Google Ads for a UAE account needs to explain how. The practical route is to count taps on the phone number and WhatsApp clicks on your site as conversions through the Google tag, and to log every real call in the firm's CRM so a qualified caller is counted as a lead.

Q. Does the Google Partner badge prove an agency understands legal advertising?

No. To show the badge, Google requires an optimisation score of at least 70% on the agency's manager account, USD 10,000 in ad spend across managed accounts over 90 days, and at least 50% of account strategists certified in Google Ads. That is a minimum standard of activity and training. It says nothing about the Code of Ethics, intake tracking or the UAE legal market, so ask for sector experience separately.

Q. Who should own the Google Ads account, the law firm or the agency?

The firm. Google's guide for advertisers working with third parties says the agency should create a separate Google Ads account for each advertiser, and Google's transparency policy requires third parties to share the account ID on request and to disclose separate management fees in writing before the first purchase. Keep admin access at the firm, give the agency standard access, and the account, its history and its data stay with the firm if the engagement ends.

Q. What should a law firm count as a conversion in Google Ads?

Not the click and not every form. The primary conversion should be a qualified enquiry, ideally a booked consultation, with the signed client imported later. Google Ads gives every click a GCLID, and offline conversion imports let the firm upload what happened after the click from its CRM, so Smart Bidding learns to find cases that become clients rather than any form that gets filled in.

Q. Can an agency buy or supply leads to a law firm in the UAE?

Article 13 of the Code of Ethics prohibits a lawyer from using intermediaries to bring in clients, whether paid or unpaid, and from sharing fees with third parties or assigning them. An agency that sells leads per case or takes a share of fees puts the firm on the wrong side of that article. Big AL Consulting runs the firm's own ads inside the firm's own account for a monthly management fee, and every enquiry reaches the firm directly.

Q. Can a law firm mention past clients or cases in its Google Ads or landing pages?

Only with the explicit written consent of the person the information belongs to. Article 8 of the Code of Ethics covers confidentiality and Article 18 requires promotional material not to infringe the privacy of clients or third parties or disclose confidential information. Describe practice areas and the firm's process instead of naming clients or case details.

Q. Should a UAE law firm run separate campaigns for each emirate and practice area?

Yes. Prices differ sharply between emirates and practice areas: in the same Keyword Planner data, "lawyer abu dhabi" bid between AED 12.02 and AED 40.82 against AED 28.35 to AED 84.34 for "lawyer dubai", and "محامي ابوظبي" drew about 170 searches a month at AED 10.32 to AED 33.90. One campaign per emirate and practice area, each with its own budget, and separate Arabic and English campaigns with ads written in each language from the start.

Q. What does Google require of ads for legal services in the UAE?

Google's legal requirements policy says advertisers must comply with the laws and regulations of every location their ads target, in addition to Google's own policies. For a UAE law firm that means the ad, the landing page and the intake process must follow the Code of Ethics as well as the Google Ads policies, and the agency should be able to show you how it checks both before an ad goes live.

Q. How does Big AL Consulting work with law firms on Google Ads?

Big AL Consulting is a performance marketing agency in Dubai and a Google Partner since 2021. Campaigns run inside the Google Ads account the firm owns, split by practice area and emirate, with Arabic ads written in Arabic, every ad and landing page checked against the promotion rules of the Code of Ethics, and enquiries logged in the firm's CRM so consultation and retainer stages can be imported into Google Ads. Management starts from AED 7,000 a month and ad spend is paid to Google directly from the firm's account.
