ChatGPT ads are open to UAE businesses. OpenAI's own Ads Manager availability table now lists the United Arab Emirates as available for self service, alongside Saudi Arabia, Qatar, Kuwait, Bahrain, Oman, Jordan, Egypt and the rest of a 56 country list. A company with a UAE legal entity can open an account at ads.openai.com, load a budget in dirhams and run campaigns without going through a sales team.
This guide sticks to what OpenAI has published. Where a detail comes from a third party tracker rather than OpenAI, it says so. The platform is still labelled beta, so expect the details to move.
What actually changed for the UAE
On 31 August 2026 OpenAI announced that self service buying was opening across India, Europe, the Middle East and North Africa. Trackers that logged the availability table at the time recorded eleven Middle East and North Africa markets in that first wave. The UAE was not among them.
The UAE row appeared on OpenAI's availability table in mid September. Index Lab, a Dubai registered firm that tracks the table, logged the change on 16 September 2026, together with Saudi Arabia, Israel and Turkey. We checked the table ourselves on 21 September 2026 and the UAE is marked available.
One rule matters more than the rest. OpenAI states that the legal entity that will advertise and be billed must be based in a listed country. A UAE mainland or free zone company qualifies. A UAE team billing through an entity in an unlisted country does not.
How big the platform already is
OpenAI says ChatGPT Ads reached a 1 billion dollar annualised revenue run rate in under 200 days, with tens of thousands of advertisers on the platform. ChatGPT itself has more than 1 billion weekly active users according to the same announcement. Ads Manager opened in May 2026 and OpenAI says small and medium sized businesses now make up a material share of spend.
Those are OpenAI's numbers about its own product, so read them as such. The useful part for a UAE advertiser is simpler. This is no longer a pilot for a handful of American retailers. It is a working ad platform with real budgets behind it.
How the ads work
OpenAI describes the system this way. The ad system reads the context of the current conversation and shows an ad relevant to what the person is exploring. Depending on the country and the user's settings, it may also use context from that person's wider ChatGPT activity.
Four principles are stated in the announcement, and they shape what you can expect as an advertiser.
- Ads are always clearly labelled and sit apart from ChatGPT's answers.
- Advertising does not influence the answers ChatGPT gives.
- Advertisers do not get access to anyone's private conversations.
- Users can control how their ad experience is personalised.
That second point is the one to absorb. You cannot buy your way into the answer. If ChatGPT does not recommend your business organically, an ad puts you beside the answer, not inside it.
Objectives, bidding and the minimum budget in AED
OpenAI's campaign setup guide lists three objectives.

On the Conversions objective you do not pay per conversion. You pay for clicks or impressions while the system optimises delivery toward the event you select.
The minimum daily budget depends on the billing currency of the ad account. For dirham accounts OpenAI's table shows AED 65 per day. That is roughly AED 2,000 a month at the floor, which is low enough for a proper test and too low to learn much from. OpenAI says CPC and outcome optimised bidding now account for the majority of campaigns.
Each campaign carries a title, an objective, a budget, start and end dates, the countries to target, optional platform targeting and optional custom audiences to include or exclude. Product feeds are supported, which matters for ecommerce. Bulk upload by CSV exists for most campaign types, though not yet for product feed campaigns.
Measurement comes first
OpenAI names two foundations for measurement. A Pixel on your site, and a Conversions API that sends events from your server. Ads Manager reports impressions, clicks and spend, and the Conversions objective depends on those events being wired correctly.
This is the part UAE advertisers tend to skip, and it is the part that decides whether the channel works. Browser tracking loses events to privacy features and ad blockers, and a lot of business here closes on WhatsApp or the phone days after the click. If the only thing the platform can see is a page view, it will optimise toward page views.
Before spending the first dirham, get three things in place. A pixel firing on real lead and purchase events. A server side conversions feed so browser losses are recovered. UTM tagging on every ad so your own analytics can separate ChatGPT ad traffic from organic ChatGPT referrals, which already show up in our own analytics.
Who should test it now
ChatGPT conversations are long, specific and close to a decision. Someone comparing clinics, choosing accounting software, planning a villa renovation or shortlisting a law firm explains their situation in detail. That is a different signal from a two word search.
It suits businesses with a considered purchase, a clear offer and a page that answers the question the person just asked. It suits ecommerce stores with a clean product feed. It is a weaker fit for impulse products and for any business that cannot yet track a lead through to a sale.
Two cautions. OpenAI calls the product a beta, so regulated categories such as healthcare, finance and legal services should read OpenAI's ads policies before building anything. And nobody has long run UAE benchmarks yet. OpenAI cites one ecommerce advertiser at 3 times return on ad spend over 28 days and a partner reporting that more than 80 percent of ad driven ChatGPT traffic came from new customers. Those are single examples, not a market average. Treat your first month as a measured test with a fixed budget, not a rollout.
A sensible first test

Keep Google Ads and Meta running as they are. Carve out a separate test budget for four weeks. Start with the Clicks objective on your two or three strongest offers, target the UAE only, and send traffic to pages built for the question, not your homepage. Move to the Conversions objective once the pixel has recorded enough real events to optimise against. Judge it on cost per qualified lead or cost per sale against your existing channels, from your own CRM, not from the platform dashboard alone.
