We opened an OpenAI Ads Manager account for a UAE company and went through every screen, including the campaign builder, without publishing anything. This is what the interface looks like from Dubai in September 2026, what it lets you control, and what surprised us. Every detail below is either something we saw in our own account or something OpenAI states in its help centre.

The account is simple, and two settings lock forever

The left menu has five areas: Overview, Campaigns, Tools, Billing and Settings. Tools holds Conversions, Feeds, Change History and Audiences. Settings holds General and Users.

Under General, the account name and logo can be edited. The ad account country and the currency are greyed out. Ours reads United Arab Emirates and AED, and neither can be changed after the account is created. Choose them carefully on day one, because a wrong currency means a new account.

A yellow banner sits at the top of every screen until setup is finished: ads cannot serve until billing is set up and an account logo is uploaded. Nothing spends before that.

Three roles, and the agency never owns the account

The Users screen has an Invite button with three roles. Admin has full access to the platform. Member can create and manage campaigns. Viewer can only look. Member is the default.

That matters when you hire help. OpenAI states that an agency cannot create an advertiser account on a client's behalf. The business opens the account, then invites the agency as a user. The campaign builder opens on an AI written draft

This was the first surprise. Click Create campaign and the builder does not open empty. It opens on a draft that OpenAI's system has already written from your website: a campaign name, an ad group, context hints, a title and a description. You edit from there.

The structure is the familiar three levels. The campaign holds the objective, the budget and the dates. The ad group holds targeting, the bid and the context hints. The ad holds the creative. The Ads Manager guide on gptads.ae walks through every field with screenshots.

The budget screen does the pacing maths for you

We typed AED 260 as a daily budget to see what happened. The builder answered in plain words: the most it would spend in a single day is AED 520, and the most across seven days is AED 1,820. So a daily budget is an average. A strong day can run to double, and the week evens out.

The minimum daily budget for an account billed in dirhams is AED 65. OpenAI suggests starting click bids at 3 to 5 US dollars, roughly AED 11 to 18. There is no rate card beyond that, and anybody quoting you a fixed UAE cost per click is guessing. The numbers OpenAI does publish are collected in the guide to ChatGPT ads cost in AED.

There are no keywords, and context hints are optional

Targeting in the campaign step is short: locations to include, locations to exclude, and eligible platforms, which covers the Android and iOS apps and the web on desktop and mobile. Custom audiences built from customer lists sit under Tools. There is no keyword field anywhere. In the ad group, under a section called Ad delivery and tracking, you can add context hints. These are plain sentences describing the offer, who it is for and when it is relevant. The field is marked optional, and OpenAI says hints are not targeting rules and do not guarantee delivery in any particular conversation.

In practice they are the closest thing you have to steering, so they are worth writing well. There is a full guide to writing context hints and a tool that drafts them from an offer description.

The default bid strategy in the ad group is Maximize results. A manual bid is available if you want control during a test.

The ad itself is small, and the limits are strict

An ad is a title, a description, a square image and a landing page. The title field stops at 50 characters and the description at 100, with live counters. The description needs at least 3 characters. The image must be a square PNG or JPG of at least 256 by 256 pixels. A preview on the right shows the ad as a labelled sponsored block below a ChatGPT answer.

One setting deserves attention. A toggle called Creative text optimization is switched on by default. With it on, OpenAI can generate variations of your text. If your business is in a regulated category, or legal has approved specific wording, switch it off before you publish.

The tracking field accepts placeholders for the campaign, ad group, ad and account IDs, plus one called oppref. That is OpenAI's click reference, and it is how a lead on your site is tied back to the ad that produced it.

Reporting has real attribution controls

The campaigns table has a Customize columns dialog. The conversion columns include Conversions, View-through conversions, Click-through conversions, Cost per conversion, Post-click CVR, Order created ROAS and Order created sales. Below them are the attribution windows: 7, 14 or 30 days after a click, and 0 or 1 day after a view. The account default we saw was 30 days click and 1 day view.

If you compare ChatGPT ads with Google Ads or Meta, set the windows to match first. Otherwise you are comparing different definitions of a conversion. The same menu lets you segment results by device, country and platform, export the table, and open a Change History log that records every edit with the user and the time.

Bulk upload is already there

For larger accounts there is a Bulk uploads dialog. Download the template, fill it in, and upload it as an Excel file. It can create a full structure in one sheet, or create and edit campaigns, ad groups and ads by type. OpenAI states that product feed campaigns cannot be created this way and must go through the guided builder.

What we would do with a first budget

Keep Google Ads and Meta running. Set aside a separate four week test. Install the pixel and the server side events and prove they fire before spending, because a ChatGPT lead that reaches you by WhatsApp or phone is invisible unless you feed the outcome back. Start with the Clicks objective on two or three strong offers, UAE only, each with its own landing page. Move to the Conversions objective once real events are recorded.

Judge it on cost per qualified lead or cost per sale against your other channels, with matching attribution windows.
