The four cost lines, and who each pays

Media spend. The money that reaches the ad auction. This is yours, it sits on your card or the agency's, and it never belongs to the agency as profit. In the UAE, mid-market advertisers commonly place AED 15,000 to AED 100,000 a month here.

Management fee. What you pay a team to plan, build, optimize and report. This is the agency's revenue. It is either a flat retainer or a percent of spend.

Percent of spend commonly runs 10% to 20%, with the percentage falling as spend rises. Be careful with uncapped percent of spend. It rewards the agency for spending more, not for spending well.
Cost by budget tier
These are working ranges for the UAE in 2026. Media spend is separate from the management fee in every tier.
- Starter, AED 15,000 to 25,000 a month total. One or two platforms, usually Google Search plus one social channel. Lean tracking, light creative refresh. Management around AED 4,000 to 7,000. Right for a single product line or a focused lead-gen offer.
- Growth, AED 30,000 to 70,000 a month total. Two or three platforms, proper conversion tracking with a Conversions API, a monthly creative cycle. Management around AED 8,000 to 15,000. This is where most UAE mid-market brands sit.
- Scale, AED 80,000 to 150,000+ a month total. Full platform mix, server-side tracking, dedicated creative volume, structured testing, weekly reporting. Management AED 15,000 to 30,000 or a tapered percent of spend.
The number that matters is not the total. It is how the total splits. A program spending AED 50,000 with AED 45,000 on media and almost nothing on creative or tracking is usually underperforming a program spending AED 45,000 on media with real creative and clean measurement.
Where the money actually goes to work
Spend follows intent. In the UAE the practical split for a lead or sale focused brand tends to be:

How to read a quote without getting caught
- Ask which of the four cost lines the number includes. If creative and tracking are not in it, add them yourself before comparing.
- Ask whether the management fee is flat or a percent, and if percent, whether it is capped.
- Ask what the media minimum is. Some platforms and audiences do not learn on tiny budgets, so a AED 3,000 media test can be a waste that a AED 12,000 test would not be.
- Ask who works on the account and how often you speak. A cheap fee with no named owner is not cheap, it is unmanaged.
