Around 480 people a month search Google for "lead generation dubai", and another 210 search for "lead generation companies in dubai". We pulled those numbers from Google Keyword Planner for the UAE in September 2026. Most of them are business owners who have tried to buy leads before and got a spreadsheet of names that never picked up the phone.

This guide is about the other kind of lead. The one your sales team can call, that matches the service you sell, and that turns into revenue. It covers what those leads actually cost in the UAE and Saudi Arabia, which paid channels produce them, and the checks we run before we trust any lead number an agency or a platform reports.

What a lead is, and why most lead numbers lie

A platform counts a lead when someone fills a form, taps a phone number or opens a chat. Your business counts a lead when someone who could buy from you asks to buy from you. The gap between those two definitions is where most lead generation budgets in Dubai disappear.

We see the gap in almost every account we audit. On a medical clinic account in Florida, a Performance Max campaign was producing leads, just the wrong ones. They were Spanish-language enquiries from in-app browser traffic on Latin American sites, and the front desk couldn't serve them. The bidding model kept buying more of them, because to a bidding model a lead is a lead.

On a law firm account, the most expensive search term was the name of a government reporting website. Roughly a third of the firm's 98 keywords were catching people looking for a public website or a case status page. Every one of those clicks could have produced a form fill. None of them was going to hire a lawyer.

So before you compare prices, agree on the definition. For most service businesses a useful one is simple: a lead is a real person, in your service area, asking about a service you sell, who answers when you call back within the same day. Count those. Ignore the rest.

What a lead costs in the UAE and Saudi Arabia

Cost per lead is set by two numbers: what you pay per click, and how many clicks it takes to get one enquiry. Both move a lot by industry and by market. Here are click prices from accounts we have run.

Two things stand out.

First, the spread is enormous. A UAE legal click costs many times a Saudi school click, and the cost per lead follows the same gap. Neither number is good or bad on its own. A family law matter can be worth many times its lead cost, and a school enrolment is worth years of fees. What matters is the cost per lead against the value of a customer.

Second, conversion rate matters as much as click price. Cost per lead is the click price multiplied by the number of clicks it takes to get one enquiry. Cut the clicks per enquiry by a third, through better keywords and a better landing page, and the cost per lead falls by a third without the click price moving at all.

The channels that produce leads in Dubai

Search is where people ask for what they need, in their own words. For services with a clear problem, such as a legal matter, a medical treatment, a repair or a B2B service, it is usually the highest intent channel you can buy. It is also where money leaks fastest when keywords are loose, because Google will happily match you to definitions, directories and competitor names.

Search works best when you control three things: the queries you pay for, the page the click lands on, and the conversion action the bidding is told to chase. If you want a team to run that for you, this is the core of what we do as a PPC agency in Dubai.

Meta lead ads (Facebook and Instagram)

Meta finds people before they search. That makes it useful for services people don't know they want yet, for offers with a strong visual, and for audiences Search can't reach at a sensible price. Instant forms are fast to fill, which is both the strength and the problem. Volume is easy. Quality takes work: qualifying questions in the form, a clear statement of price or eligibility, and a quick call back.

Snapchat and TikTok

Both matter far more in Saudi Arabia than their UAE numbers suggest. Keyword Planner shows about 1,600 monthly Arabic searches for Snapchat ads (اعلانات سناب شات) in Saudi Arabia against about 70 in the UAE. For lead generation they tend to work when the offer is simple and visual, and less well for considered B2B decisions.

LinkedIn

In our experience LinkedIn clicks cost more than the other channels here, and in return you get targeting by job title and company that nothing else matches. It earns its place for B2B services where one closed deal is worth a lot, and rarely for consumer services.

Arabic campaigns

In our data, Arabic-language leads cost 32 to 36 percent less than English leads at a similar cost per click. At the same click price, that means the Arabic campaigns needed about a third fewer clicks for each enquiry. If your customers speak Arabic and you only run English ads, you may be paying more than you need to for every lead.

How to judge a lead generation agency or company in Dubai

The phrase "lead generation company" covers two very different businesses. Some sell leads: they run their own campaigns and pass you contact details, often shared with other buyers. Others run campaigns in your own ad accounts, on your budget, and you own everything they build. The second model costs more effort to set up. It also means the data, the audiences and the learning stay with you if you part ways.

Whichever you talk to, ask these questions.

  1. Whose ad accounts will the campaigns run in? Yours is the answer you want.

  2. How do you define a lead? Listen for qualification, not just form fills.

  3. What do you report? Cost per qualified lead and cost per sale, not clicks and impressions.

  4. What conversion action does the bidding optimise toward? If they can't answer, the algorithm is probably chasing the wrong thing.

  5. Can I see work with named results? Anonymised is fine for detail. Named is better for trust.

  6. How fast are leads followed up? A lead called back the next day is worth far less than one called back the same hour.

What we check before trusting any lead number

These checks come from the accounts we audit. They take an afternoon and they catch most of the problems we see.

  • Search terms by hand. Read the top 100 search terms by cost. Pause anything navigational, definitional or naming a competitor.
  • Primary conversions. Make sure the qualified lead is the Primary action, at account level and inside each campaign. Soft actions like phone number clicks belong as Secondary.
  • Location option. "Presence or interest" is the default and pays for people outside your area. For a local service, switch to Presence.
  • Performance Max placements. Read where the ads actually ran. Build an exclusion list for anything that isn't your customer.
  • One test lead, traced end to end. Submit it yourself and confirm it lands once, with the right value, in your ad platform and your CRM.

What good looks like
